1) obviously user safety is of utmost importance.
2) official regulations may not be necessary if this
is a kit.
3) if not a kit and you sell it as a medical device then
i suspect you can only sell it to medical professionals.

You might take a look at the disclaimers made for the HAL kit
previously available at circuitcellar.com. I think I can post
a copy if the list would like to see it.

raising interest may also raise opposition to this project.
there may be hardware vendors who don't want the competition,
medical professionals who don't want the competition,etc.
