maybe this is the issue:

- Previous versions of EAGLE used individually named project files
(*.epf) to store project information. Beginning with version 4 a
project is stored entirely in a subdirectory, and that directory
contains a file with the fixed name 'eagle.epf'.
- The easiest way to convert projects from older versions is to
create one directory for each project and copy that project's '.epf'
file into this directory under the name 'eagle.epf'. The name of the
project in version 4 is the name of the project's directory.

There are no .epf files in Joerg's sets. the .epf files seem to
set quite a few parameters for Eagle.
