One aspect of your idea -- shaping the electrode like a
bunch of pins -- is used by the East3 Attention
Trainer. (They have a patent on their electrode
in case anybody wants to search and read the
description.)

However, I believe (not sure) their electrode
is plastic, and it leaks electrolyte in a user-friendly
way.

The other aspect of your idea -- dry metal
electrodes -- is used in at least one type of
skin-contact electrode. At least, this is what I
was told by an engineer who designs motorized
prosthetic limbs. He said that the limb reacts
to voltages in the skin above the stump.

However, he also told me that although no
electrolyte is applied by the owner of the
limb, an electrolyte is automatically provided
by the body: moisture (perspiration) gets trapped
in the skin under the electrode (think of how
yucky your skin gets underneath your watch).

He said it takes a few minutes for the
limb to start working after it is put on, because
moisture has to build up under the elctrode
and saturate the dry outer layer of the skin.

He also told me that this method would not
work for EEG because the voltages are so
much less.
