I am getting the impression that this is not the case because
I've seen a bunch of descriptions of spectrum analysis
programs that rely on the OS and ordinary soundcard
drivers. These programs can apparently extract
frequencies using FFTs and they can set sampling
rates on the cards. At least, that's what the descriptions
say.
