The solution to this question is simple. As the software developer
you maintain copyright to your software. If you want to give
individuals a free license to use the software or even make it
shareware, that is your choice. You can at the same time require a
different level of software license for commercial use of your
software requiring the commercial user to pay in any way you choose,
either a one time licensing fee or a per customer royalty or ...
